ASOR / CPAIG Mini-Grants for Cultural Heritage Protection in Libya

With funding from a Cultural Property Agreement Implementation Grant (CPAIG) from the U.S. Department of State

As part of its ongoing efforts for cultural heritage protection in Libya, and with generous funding from a Cultural Property Agreement Implementation Grant (CPAIG) and from the U.S. Embassy to Libya, External Office (LEO), ASOR is pleased to announce a mini-grant program to enable Libyan non-governmental organizations (NGOs) to carry out priority projects. ASOR intends to make several such awards for projects that will be conducted in the winter of 2022 and extend into the first half of 2023.

Initial Date for Review of Applications: November 1, 2022 (and then rolling applications until funds expended)

Amount of Each Mini-Grant Award: $2,000-$10,000 USD (most will be under $5,000 USD)

Types of work supported:

  • Documentation and condition surveys of collections that are at high risk for looting or for being damaged
  • Public-facing display of artifacts recovered by local authorities following incidents of looting and/or illicit trafficking
  • Outreach materials that highlight the importance of protecting Libyan cultural property that is included in the bilateral agreement between Libya and the United States. We particularly encourage short videos in Arabic, suitable for a general audience
  • Efforts to create broader public appreciation or understanding of the diversity and richness of Libyan cultural heritage
  • Emergency protection or stabilization of an archaeological site or feature that is in imminent danger from looting, vandalism, conflict, or natural causes
  • Documentation, stabilization, or emergency protection of an archaeological site (or archaeological feature) that has been damaged by looting, vandalism, conflict, or natural causes
  • Cleaning of a site or portion of a site to increase public access and benefit

This mini-grant program is open to registered Libyan civil society organizations and other non-governmental organizations (NGOs). ASOR must confirm the eligibility of all NGOs before funds may be awarded, and the U.S. Embassy must approve the NGO to receive federal funds. Libyan governmental authorities are disallowed from receiving these mini-grants.

Application Guidelines:

  • Applications must be submitted by the director or co/director of the organization.
  • Successful applicants will be required to accept ASOR’s standard terms and conditions for awardees (specifics to be provided upon application approval).
  • Applicants must submit stamped documentation in English that proves the legal and valid registration of the organization.
  • Applicants must have the written support of the official responsible authority for the site and/or objects targeted by the project. If required, permission must be obtained from the Libyan Department of Antiquities, Historic Cities Authority, or other appropriate governmental oversight body.
  • If restoration and/or any other technical work is part of the project, names, evidence of qualification, and expertise of the technicians are required.
  • All projects must be completed within 4 months from the start date stated in the application.
  • We will notify the applicants whose projects have been accepted on a rolling basis. ASOR will strive to provide responses to completed applications within one month of submission.
